During a plenary session on 28 November, the European Parliament effectively confirmed its negotiating position, while member states are set to adopt their position on 6 December, during the Employment Council. In a departure from the parliament’s position, ministers in the council appear set to limit the scope of the ELA’s responsibilities. By .
